List of Concept Notes selected for the technical and financial evaluation stage

65 Concept Notes have been selected for the technical and financial evaluation stage under 1st window of the Civic Engagement Programme. 

As a reminder, the Concept Notes submitted on the application platform by June 30, 2025, 4:00 PM (Romania time), have entered the evaluation and selection procedure, which consists of five steps:

Step 1  – Assessment of administrative compliance and eligibility

 

Applications are assessed based on the grid for administrative compliance and eligibility. PO requests for clarifications (if the case). The Applicants are informed on the results of the administrative compliance and eligibility verification.

Step 2 – Technical and financial evaluation

 

Applications that are compliant with the criteria in Step 1 are assigned to two impartial evaluators and are scored based on the evaluation criteria. According to the total average scores of the evaluators, a ranking list is drafted.

Step 3 – Decision of the Grant Selection Committee (GSC)

 

The GSC decides the list of Concept Notes to be selected for further development into the Full Proposals and eventually be financed, specific conditions (if the case), the reserve list and/or the list of rejected applications.

Step 4 – Endorsement of the GSC decision by The Steering Committee (SteeCom)

 

The SteeCom endorses the decision of the GSC and may have recommendations to be taken into account in the development of the Full Proposals.

Step 5 – Announcing the final results of the selection process for Stage 1: Concept Notes

 

Applicants are informed about the decision of the SteeCom via the application platform.

The results of the evaluation and selection stages will be published on www.elvetiaromania.ro, under the 1st window section.
