The Call for proposals under the 1st window is intended for experienced NGOs that can carry out extensive and impactful initiatives, addressing systemic issues and contributing to strengthening civic participation at national and/or regional level.

Who Can Apply? 

This call is open to non-governmental and non-profit organizations with relevant experience in the targeted Thematic Areas and capacity to implement projects with national and/or regional impact.

Number of Required Partners for Application:

  • For grants between CHF 500,000 and CHF 1,000,000 – 1 Applicant and minimum 1 Partner
  • For grants between CHF 1,000,001 and CHF 1,500,000 – 1 Applicant and minimum 2 Partners

Exception: in case the Applicant is a legally registered Federation, the partnership is not mandatory.

Frequently asked questions

General

Can you apply under the 1st window with 2 or more proposals, regardless of whether you are an Applicant or a Partner?

According to the Guidelines for Applicants, section 2.2.1, an organization may submit or participate in a maximum of 1 (one) proposal under the 1st window, either as Applicant or Partner. An organization cannot participate in more than one proposal in any capacity. If an organization exceeds the allowed number of proposals, all of their proposals will be disqualified and will not proceed to the evaluation process.

If my proposal submitted under the 1st window is not selected for a grant under the Programme, can I still submit a new proposal under the 2nd window?

Yes, if a proposal is not selected for funding in the 1st window, the Applicant can submit a proposal under the 2nd window. However, according to the Guidelines for Applicants, section 2.2.1, organizations selected for a grant under the 1st window, either as Applicants or Partners, are not eligible to apply for funding under the 2nd window projects.

What is the sustainability period of a project?

The Guidlines for Applicants does not define a sustainability period. However, keep in mind that the 1st window aims to strengthen/create partnerships, cooperation mechanisms, intersectoral working procedures that are the foundation of durablee and sustainable approaches, adaptable to dynamic contexts.

To what extent are advocacy activities mandatory?

Within the 1st window, it is mandatory that all projects include advocacy activities. These projects will ensure that NGOs continue to serve as relevant and effective counterparts to the government, business sector, labor unions, and public institutions in the decisionmaking process for national policies and reforms, thus securing the importance of the dialogue with the NGOs and preventing possible backsliding on the rule of law and democracy. Interventions should lead to sustainable changes such as the development of new/improved policies/legislation, the implementation of existing policies/legislation (e.g. by addressing underfunding or resistance to implementation), and positive shifts in public attitudes and practices.

In the second stage, will be invited to detail their proposals only the Concept Notes selected for funding?

The Concept Notes selected will be in accordance with the financial allocation available for each Thematic Area. Thus, only selected Concept Notes will enter the second stage of development of Full Proposals for financing. Only in exceptional circumstances can the process be stopped and Concept Notes will not be developed into Full Proposals and therefore not funded.

Within Thematic Area 2 there are 3 types of interventions. The projects must address the 3 types of intervention separately, one project for each type of intervention, or can we integrate elements from two or three interventions into one project?

Within Thematic Area 2, it is mandatory that each project be approached on a single type of intervention according to the description. It is important to keep in mind that you can only submit a Concept Note (regardless of whether you are an Applicant or a Partner).

In Thematic Area 4 there are 3 issues - gender violence, human trafficking and violence against children. Do we have to address all these issues in one project? Because it is mentioned that only 2 projects will be awarded.

According to the information contained in the Guidelines for Applicants, Part B, Thematic Area 4 covers assistance to victims of violence (trafficking in human beings, gender-based violence, violence against children, etc.) and exemplifies contexts/types of violence that can be addressed. Within a project, different contexts/types of violence can be addressed together or separately, or other contexts/types of violence can be included depending on the intended impact, respectively the extent or degree of specificity of the intended impact. At the same time, two types of interventions are established, but a project can integrate, in its complexity, one or both of the described types. It is important to note that in the 1st Window, an organization can submit only one Concept Note, as an Applicant or Partner.

Will the same topics be addressed in the 2nd Window ?

For the 2nd Window, two main areas are planned to be supported: 1) Civic involvement and advocacy – Advocacy actions and initiatives to increase citizen involvement and 2) Social inclusion and actions to empower vulnerable groups – Projects to support vulnerable groups. More details will be available on the Programme website www.romaniaelvetia.ro and in the Guidelines for Applicants for 2nd Window – small grants to be launched in autumn of 2025.

Regarding the eligible activities: how much should we take into account the share of educational activities/campaigns/advocacy/services?

According to the Guidelines for Applicants, section 2.2, all projects supported in 1st Window must include communication campaigns (advocacy, awareness, information, etc.) and Capacity Bulding activities and commit to concrete results for them. In addition to advocacy and awareness activities, and to partnerships, projects may include other relevant, complementary or supporting activities. A weight is not defined or specified for the activities included in a project, neither in terms of duration, nor in terms of the number of people involved, results or in terms of allocated resources. The activities must be coherent, correlated with each other and contribute to the achievement of the corresponding Outcomes, outputs and indicators, as they are defined in the Guidelines for Applicants.

Regarding policy making, what expectations do you have as a result or what policy changes are envisaged more precisely?

Projects supported under the 1st Window must address and strengthen the role of NGOs in relation to the development of new/improved policies/legislation, the implementation of existing policies/legislation (e.g. by addressing underfunding or resistance to implementation) and positive shifts in public attitudes and practices, in their field of activity and/or to create an improved environment for civic engagement. In this context, the expected results aim at initiating or participating in consultations with local, regional or national authorities, participating in the development/improvement of laws, policies and other public measures relevant to the field of activity and through civic involvement.

Partnerships

Is the partnership with organizations from Switzerland scored extra compared to proposals that do not involve such a partnership?

Partnerships with Swiss organizations are not mandatory, however they are encouraged and valued if they enhance cooperation and networking among NGOs.
Moreover, according to the grid used in the technical and financial evaluation, which can be found in the Guidelines for Applicants, section 3.1.2, a maximum of 3 points can be obtained if the project is proposed in partnership with a Swiss organization and thereby contributing to the overall strengthening of civil society in Romania.

Is the partnership with public institutions eligible?

Under the 1st window, the partnership is limited to other non-governmental and non-profit organization(s) in Romania and/or Switzerland. Partnership with public institutions is not eligible. However, the involvement of public institutions as Collaborators is encouraged, without them having an allocated budget within the project.

Is a member of a federation submitting the proposal as an Applicant eligible to participate as a Partner?

An organization that is part of a legally constituted federation, as a member thereof, may be a Partner in a project submitted by that federation if the federation’s statute does not have a restriction in this regard, and the organization meets, individually, the eligibility criteria for Partners found in section 2.1.2 of the Guideline for Applicants.

Is the Swiss partnership mandatory?

Partnerships with organizations in Switzerland are not mandatory, but are encouraged and appreciated if they contribute to improving cooperation and networking between NGOs.
Moreover, according to the grid used in the technical and financial evaluation stage, which can be found in the Guidlines for Applicants, in section 3.1.2, a maximum of 3 points can be obtained if the project is proposed in partnership with a Swiss organization and implicitly leads to strengthening the Swiss-Romanian cooperation.

At the moment we do not have a list of NGOs in Switzerland, but in order to help you with information, please send us an email with a more specific request and we will pass it on to the Consortium Partner, KEK-CDC, trying to get some useful information for you.

Budget/eligible costs

If we do not have a public procurement expert, can a contract be concluded with a self-employed person for this service?

In the event that there is no person within the organization with experience in carrying out procurements, these services may be subcontracted to a company/self-employed person.

Does the Partner also need to budget a financial manager?

The position of financial manager is not mandatory for the Partner. The decision to include such a position in the budget must take into account the complexity of the project and the amount that the Partner will manage.

For procurement and awarding of contracts under Grant contracts, what procurement procedure will apply?

Within the Programme there will be available a procurement procedure that respects both national and European legislation.

Ineligible expenses: "Recoverable VAT". What does it refer to?

In this case it refers to the VAT that can be recovered from the state budget through the VAT statement by the organization that received funding.

What types of expenditures can be included as indirect costs?

According to the information contained in the Guidelines for Applicants section 2.3.3, indirect costs are those eligible costs that cannot be directly attributed to the project. Indirect costs may include: part of the office costs – utilities, rent, mainatenance, part of the administrative costs – telephone, internet, partial salary costs of the administrative staff – accountant, secretary, driver, etc.

If changes occur during implementation, will it be possible to reallocate within the budget?

Budgetary reallocations may be made through notifications or amendments. The conditions under which the notifications or amendments to the Grant contract will be drawn up will be specified after the application process.

Does the initial budget have to include a reserve for the Capacity Building activities? Or will this budget be calculated in the second stage and added to the budget sent in the first stage?

According to the information contained in the Guidelines for Applicants, section 2.2.3, the Capacity Building activities have reserved a budget of up to 10% of the total project budget which will be highlighted in the Concept Note, under the section ”The grant amount requested”. Thus, the total amount requested will also include the amount reserved for CB activities. The specific activities and related costs will be established/detailed at the stage of the development of the Full Proposal.

In the case of federations, are micro-grant schemes for federation members, on a competitive basis, among the eligible activities?

According to the information contained in the Guidelines for Applicants sections 2.2 and 2.3.4, re-granting activities are not eligible and re-granting to third parties falls under the category of ineligible costs. Therefore, the awarding of micro-grants for members of a federation, in a project submitted by a federation, is not eligible.

Is the procurement expert a mandatory position? Are there certain mandatory positions (communication officer, for example)?

In establishing the project team, the complexity of the implementation of a large-scale project must be taken into account, and, depending on the complexity of the activities, the team necessary to ensure a good performance of the project must be established. It is recommended to establish a project team that includes a project manager, a financial manager, a communication manager. It is also advisable to provide a procurement expert, regardless of whether he will be employed or whether the respective services will be subcontracted, in order to carry out procurement in accordance with the rules of the Programme and the legislation in force.

Is there a maximum percentage dedicated to salaries or administrative costs?

Within the Programme, no maximum percentage of the total project budget has been established for salaries and/or direct administrative costs. However, indirect costs, which cover part of the administrative costs of a project, cannot exceed 10% of the total direct costs of the project.

Related to audit services: 1. Do you have in mind an indicative amount for their value? 2. Will only two audits be needed for a 24-month project?

1. The Programmme does not set a specific amount or percentage for audit services. Therefore, market prospecting is recommended before budgeting for these costs. 2. In the case of projects lasting 24 months, according to the reporting schedule published in the Guidelines for Applicants, section 5.1, we recommend that you budget for a minimum of three audit reports. In the situation where it is estimated that the first installment will be requested prior to the submission of the annual report for year 1, then it is recommended to budget for 4 audit reports.

Is there a minimum and maximum hourly cost for employees and experts that can be budgeted?

Within the Programme, there are no minimum or maximum costs for either employees or experts. When drawing up the budget, the salary policy of the organization will be taken into account.

What are the general rules for changes to the budget lines, during the project, if needs are observed and can be covered from unused lines?

During the project implementation, budget changes will be regulated by the Grant Contract and will be possible in justified cases, depending on the identified needs. Thus, some changes can be made by notification, and others by addendums. We recommend that the budget be drawn up based on necessary, realistic costs that respect the principles of economy, efficiency and effectiveness.

Can the costs of consulting activities for the implementation of the project be included in the category of direct costs in costs related to subcontracting?

The costs for consulting activities for the implementation of the project will be included in the Subcontracting budget chapter and will be budgeted only if they are strictly necessary. It will be considered that the project manager can act within a project exclusively on the basis of an employment contract, and the Applicant must be directly responsible for the development and management of the project, without acting as an intermediary.

Can the costs of the financial audit be managed only by the Applicant organization for the entire project, or is a dedicated budget needed for each Partner?

According to the information in the Guidelines for Applicants, section 5.3, external audits are mandatory and related costs are eligible and must be included in the project budget. In the case of partnerships with an organization in Switzerland, the audit is mandatory if it manages a budget of more than CHF 100,000 of the project budget. In case of partnerships, audit costs can be included in the budget of each Partner or of the Applicant.

Could you please tell us what percentage of the grant goes to the Swiss Partner and in what form can it invest it in the implementation of the project?

Within the Programme there is no limitation on the amount of the grant that goes to the Swiss Partner. This must be directly correlated with the involvement in the development of the project activities.

Where do we include communication costs in the Concept Note?

Communication costs, depending on their type, will be included in the Project Team budget chapter (if staff costs are provided) and/or in the Subcontracting budget chapter (if service provision costs are provided).

Eligibility

At what moment does my organization need to be 5 years old to be considered eligible for the 1st window?

According to the Guidelines for Applicants, section 2.1.1, to be considered eligible, an organization must have been operating for at least 5 years old at the time of submitting the proposal.

Regarding the eligibility criterion concerning the implementation of a 1 project with a budget size representing at least 30% of the requested grant amount, is it necessary that the reference amounts come only from non-reimbursable financing or can they also be sponsorships or other means of financing?

According to the Guidelines for Applicants, section 2.1.1, the Applicant must demonstrate that he has implemented at least 1 project with a budget size representing at least 30% of the requested grant amount. Reference amounts can come from any source (grants, donations, sponsorships, etc.).

Regarding the eligibility criterion concerning the implementation of a project with a budget of at least 30% of the amount of non-reimbursable financing requested, does the Applicant have to have been a project leader, or could they have also been a partner?

According to the Guidelines for Applicants, section 2.1.1, the Applicant must demonstrate that he has implemented at least 1 project with a budget size representing at least 30% of the requested grant amount. This means that they have either been a project leader or a partner.

Do the activities that we will include in the project have to be exactly the ones listed in the Guidelines for Applicants in order to be eligible?

The eligible activities listed in the Guidlines for Applicants in Part B: Thematic Areas are given by way of example only, and the list is neither exhaustive nor mandatory.

In what concern the eligibility criterion ”At least 1 project implemented in partnership with other NGOs in Romania or abroad?” - if the Applicant in this window was a Partner in the relevant projects in the last 5 years, was the eligibility criterion considered met?

According to the Guidlines for Applicants, section 2.1.1 B), the Applicant must cumulatively fulfill the conditions related to the age of the organization, experience in implementing relevant projects and the rest of the conditions specified in point a) – i). Yes, the fact that you have been a Partner in relevant projects in the last 5 years will be taken into account, but only with the fulfillment of all other eligibility conditions.

Within Thematic Area 1, the two types of eligible interventions (1) strengthening the capacity of an NGO/coalition/network in the field of reducing the negative consequences of drug use (harm reduction) and (2) promoting and defending human rights and combating discrimination (with an emphasis on vulnerable groups) must be addressed together in a single proposal or can they be treated separately, in distinct projects targeting only one of the two directions?

The proposal must contain the type of intervention that is identified based on the assessment of needs and taking into account the specifics of the organization. Thus, a project may target one or both types of eligible interventions. Projects are expected to address the causes of discrimination, the obstacles that arise in the implementation of adopted policies, thus bringing about necessary and sustainable systemic changes. It is important to keep in mind that within the 1st Window, one organization can submit only a Concept Note, either as Applicant or Partner.

Regarding the eligibility criterion requiring the Applicant to have projects in their portfolio worth at least 30% of the grant amount requested under 1st Window Projects, what time period does this refer to? Does it apply to any moment in time from the organization's establishment until the present?

According to the Guidelines for Applicants, section 2.1.1, the Applicant must have implemented at least 1 project with a budget size representing at least 30% of the requested grant amount, in the past 5 (five) years.

We noted that in the case of federations, it is not mandatory to establish partnerships, and the collaborators have a different status. In this situation, do the member organizations of a federation (entities with separate legal personality) have to participate as partners in order to have an allocated budget and commit expenses for the activities that are planned to take place at the local or regional level?

According to the information contained in the Guidelines for Applicants, if the Applicant is a legally registered federation, the partnership is not mandatory. However, a federation may submit an application in partnership with one or more non-governmental and non-profit organizations in Romania or Switzerland. It is possible that a member organization of the federation has the role of Partner and thus can have an allocated budget. Eligibility conditions for Partners can be found in section 2.1.2 of the Guidelines for Applicants. However, it is recommended that the federation, through the actions included in the project, involve all members in a joint effort of sustainable systemic changes, and it is not expected that a federation submits a project in which all its members have the role of Partners.

Are Local Action Groups eligible for submitting a proposal?

According to the information contained in the Guidelines for Applicants, section 2.1.1, among the eligibility criteria that an Applicant must meet are: to be independent from the government and other public entities, as well as from political parties, but also independent from commercial entities. Therefore, we recommend that you check whether your organization also meets these conditions, as defined in the indicated section of the Guidelines.

Can there also be associated partners, who are not necessarily directly involved in the project? (eg if we choose to work with School Inspectorates, could we take them on as associate partners?)

Partnerships with entities other than NGOs are not eligible, nor does the term Associated Partner exist within this Programme. However, collaborations in project implementation with other entities that demonstrate added value and contribute to its success may be considered.

If within the NGO, there are several programs that take place every year and the sponsorship contracts are dedicated to those programs, can the criterion "1 project with a budget of at least 30% of the amount of the grant" be considered fulfilled?

The eligibility criterion for the Applicant, as set out in the Guidelines for Applicants, section 2.1.1, refers to minimum 1 project with a budget size representing at least 30% of the requested grant amount. Thus, the Applicant must demonstrate that it is a specific project, understood as a set of well-defined and correlated activities, which lead to concrete results in a well-defined time frame and which has a properly allocated budget.

Is the percentage of 30% of the requested grant amount refering to the total project budget or to the allocation per Partner?

According to the information in the Guidelines for Applicants, section 2.1.1, the Applicant must demonstrate that he has implemented at least 1 project with a budget size representing at least 30% of the requested grant amount. The reference amounts are per project, regardless of the role that the present Applicant had in the project (whether Applicant or Partner).

Regarding the eligibility criterion ”1 project with a budget of at least 30% of the grant amount”, must that project have had external funding, through a grant programme, or could it have been supported from its own budget?

According to the information in the Guidelines for Applicants, section 2.1.1, the Applicant must demonstrate that he has implemented at least 1 project with a budget size representing at least 30% of the requested grant amount. The source of funding for this project can be diverse (funding, donations, sponsorships, etc.)

Target group

What is the minimum number of direct beneficiaries?

The Guidelines for Applicants does not specify a minimum number of beneficiaries per project. The number of beneficiaries must be realistic and consistent with the project’s activities and scope.

Is the number of people included in the target group a differentiating criterion during the evaluation stage?

The Guidelines for Applicants does not set a minimum number of direct beneficiaries within a project. The number of beneficiaries is determined by each Applicant taking into account factors such as the activities in which the beneficiaries are involved, the results obtained as a result of their involvement, the quality of the intervention, the efficiency and effectiveness of the intervention for the specified beneficiaries, etc.
The evaluation procedure for Concept Notes is included in the Guidelines for Applicants in section 3.1.2 and includes the evaluation criteria to be considered.

Are the categories of migrants eligible?

The Guidelines for Applicants, in section 1.3, exemplifies categories of persons and communities relevant to achieving the Outcomes, the list not being limited to them. Otherwise, immigrants, refugees or asylum seekers are included in the category of vulnerable groups. In general, depending on the specifics of the project, different groups and communities identified and demonstrated to be relevant to the Outcomes, Thematic Area, context and proposed activities can be targeted and supported.

In addition to the categories mentioned in the 1st Window (vulnerable groups, decision-making factors), is it eligible to include other types of target groups, such as teaching staff, to the extent that they contribute to the achievement of the objectives of the intervention, being able to be considered representatives of the academic environment?

Target groups refer to the groups of people or communities that are targeted and supported in the proposed projects. In the Guidelines for Applicants, in section 1.3, the main categories considered relevant to be addressed in order to achieve the two Programme Outcomes are mentioned. Depending on the specifics of the project, however, different groups or communities identified and demonstrated as being relevant to the Outcomes, Thematic Area, context and proposed activities can be targeted and supported, without the need to assimilate with one of the categories mentioned in the Guidelines for Applicants.

Capacity Building

Please tell us what Capacity Building activities are all about?

According to the information contained in the Guidelines for Applicants, section 2.2.3, Capacity Building activities have a reserved budget of up to 10% of the total project budget and will be established/defined at the stage of the Full Proposal development, in cooperation with the Programme Operator. These will be based on an individual self-assessment using the Organizational Development Matrix proposed by the CSDF, which will allow the development of a clear tailor-made action plan to improve organizational capacity and which may include activities ranging from strategic planning processes to human resources development.

Please clarify whether the budget for Capacity Building activities should be of a maximum 10% or a fixed 10%?

According to the Guidelines for Applicants, section 2.2.3, up to 10% of the total budget of each project must be allocated for Capacity Building activities. Thus, the percentage allocated to this category of activities cannot exceed 10% of the total budget, but it can be less than 10%.
